家長應注意幼稚園及幼稚園暨幼兒中心是否已經註冊,教育統籌局(教統局)會向已獲註冊的學校發出註冊證明書,列出註冊學校名稱及註冊學校地址,學校必須在校舍的顯眼處展示該證明書。此外,家長亦可透過學校刊登的廣告或宣傳單張,留意是否有登載教統局註冊編號。
◤ 幼稚園/幼稚園暨幼兒中心收錄學生 ◢
香港學前教育機構皆由私人營辦,服務對象主要為 3 至 6 歲的學童。 部分幼稚園附設幼兒中心(即幼稚園暨幼兒中心),可同時為 3 歲以下兒童提供照顧服務。政府鼓勵非華語學童透過入讀以中文為授課語言的本地幼稚園,加快他們融入社會及掌握中文。家長可直接向屬意的幼稚園或幼稚園暨幼兒中心查詢報名程序及各項細節,另外,亦可致電或親到本局以下四個區域教育服務處查詢有關幼稚園資料或向學前服務聯合辦事處查詢有關幼稚園暨幼兒中心資料:

◤ 教學語言 ◢
香港的幼稚園及幼稚園暨幼兒中心普遍採用中文(大部分兒童的母語)作為教學語言。在“本學年全年收費”項目內,屬於“中文/中英文學部” 的班級,其授課語言為中文;至於“其他學部”內的班級,則大多採用非華語為授課語言,例如英文、德文、日文、法文或韓語。
◤ 設備及環境 ◢
學校必須提供一個安全和生的學習環境,並有寬敞的空間和充裕的設備,讓兒童進行遊戲活動,愉快地學習。
◤ 收費 ◢
幼稚園及幼稚園暨幼兒中心收取的學費、全日班膳食費、註冊費(留位費)及報名費均須由教統局批核,並須於校內顯眼處展示收費證明書及有關批函。
幼稚園及幼稚園暨幼兒中心應將教學及營運的必要開支,納入學費的範疇,應納入學費的項目如下 :
教學人員(包括代課教師)及非教學人員之薪金、公積金、強制性公積金供款及長期服務金;
校監之酬金/薪金;
校舍租金、管理費、差餉及地租;
學校傢俬及教具,包括圖書、參考書籍和教師及學生用的工作紙等;
修葺、保養及改善校舍和設備,包括安裝冷氣機、雙層玻璃和維修合約等;
水費、電費(包括冷氣費)、電話、傳真機及互聯網的費用;
清潔費用,包括清潔合約及提供給學生之清潔用品;
教學活動所需的印刷、紙張、教師文具等費用及其他教學所需的消耗用品;
學校所用之郵費、書刊;
學校之保險費、急救工具及消防設備;
核數費或其他因校務而支出的服務費用;
因校務而支出之交通費;
所有學生均需參加的常規校內及校外學習活動支出,包括生日會、畢業禮、旅行或探訪活動等;
學生手冊、學習進度表、畢業證書及其他必須的學生證件;
與教學活動、營辦幼稚園和維持所提供的教育服務水平有直接關係的其他支出。
(備註:幼稚園或幼稚園暨幼兒中心 並不一定需要收取上列全部支出項目)
幼稚園及幼稚園暨幼兒中心若向學生售賣物品或提供收費服務,須遵照以下規定:
學校須以書面通知家長有權選擇是否購買或採用學校提供的收費服務;
學校需詳細列明單項收費及數量,讓家長可選購部分需要的物品或服務;
學校應避免向家長收取整批物品或整學期服務的費用,讓家長可在學年中再行購買或繼續採用服務;
學校售賣物品或提供收費服務,應與教學活動有直接關係;
學校須訂定退物或退款安排;及
各項目的營利水平不應超越成本價格的15%。
◤ 核准容額與收生 ◢
學校必須在課室內(幼稚園)、校舍內(幼稚園暨幼兒中心)的顯眼處標貼核准學生人數限額,而幼稚園或幼稚園暨幼兒中心不得准許在規定範圍內容納超過限額的學生。
◤ 課程編訂 ◢
幼稚園及幼稚園暨幼兒中心的課程應培養兒童學習的興趣,並能照顧兒童均衡的發展,編訂課程時須注意的事項包括 :
教學應以遊戲和活動為主,包括談話、故事、模擬遊戲和參觀等;
應每天都為兒童編排音樂活動及體力遊戲;
應以兒童的母語作為教學媒介;
不必要求兒童做家課;
不應要求3至4歲的兒童寫字;
不應要求兒童默寫字句或參加測驗考試。
◤ 師生比例及合格幼稚園教師(合格幼師)要求 ◢
由二零零三至零四學年起,幼稚園及幼稚園暨幼兒中心的 3-6 歲班級,須最低限度達到 1:15 的師生比例,以確保學前教育機構的辦學質素。由二零零四至零五學年開始,幼稚園必須在規定的教學人員編制內,即以 1:15 的師生比例計算,符合聘用 100% 合格幼師的要求。
◤ 幼稚園入學年齡 ◢
由二零零一至零二學年起,幼稚園除可取錄三歲或以上的兒童外,在八月或九月開始新學年的幼稚園,還可讓那些在入學學年的九月一日前年滿兩歲八個月的兒童入讀幼兒班。舉例而言,幼稚園或幼稚園暨幼兒中心可考慮取錄在二零零三年十二月三十一日或以前出生的兒童,入讀在二零零六年八月或九月開課的幼兒班。
◤ 政府對學前教育的資助 ◢
幼稚園及幼兒中心資助計劃
向符合資格的非牟利幼稚園及幼稚園暨幼兒中心提供直接資助。
發還租金、差餉及地租
向符合資格的非牟利幼稚園及幼稚園暨幼兒中心發還租金、差餉及地租。
幼稚園及幼兒中心學費減免計劃
幫助有經濟困難的家長繳付子女的學費。有需要的家長可向學生資助辦事處查詢,又或瀏覽該處網站:http://www.sfaa.gov.hk/,以獲得更詳盡的資料。
◤ 質素保證視學 ◢
教統局於二零零零至零一學年在幼稚園引入質素保證機制,訂定學前機構適用的表現指標,以外評及學校內評方式評估幼稚園的質素。教統局視學隊伍以外評人員身份到幼稚園,檢視在其「管理與組織」、「學與教」及「機構文化及給予兒童的支援」三個範疇的表現,找出學校的強項及可改善之處。視學報告除交予有關學校外,也會登載於教統局網頁供家長和公眾人士查閱。
◤ 成功經驗 ◢
教統局督學在視學期間,根據表現指標評估幼稚園的質素,對學校在某些範疇的優良表現會予以讚揚。為加深大眾認識學前教育的質素,教統局將那些被肯定為優良學校的成功經驗,例如: 兒童自主式學習、學校自評策略、家校合作等登載於教統局網頁以供家長及公眾人士查閱。
◤ 協調學前服務工作 ◢
協調幼稚園和幼兒中心的措施,已於二零零五年九月落實,就此約四百多所幼兒中心已轉型為幼稚園暨幼兒中心,並由教統局規管。這些幼稚園暨幼兒中心除了為 3 至 6 歲的兒童提供教育外,亦為 3 歲以下兒童提供幼兒服務,詳情可瀏覽概覽內 (B) 部幼兒中心資料。至於有關協調學前服務工作的詳細資料,可瀏覽以下網址:http://www.emb.gov.hk/index.aspx?nodeID=175&langno=2。
◤ Registration ◢
Parents should identify whether a kindergarten or kindergarten-cum-child care centre is registered or not. All registered schools should have obtained a certificate of registration issued by the Education and Manpower Bureau (EMB), specifying the name and location of the school, which should be exhibited at a conspicuous place in the school premises. In addition, parents should check that the school registration number assigned by the EMB has been included in the advertisement or leaflets published by the pre-primary institutions concerned.
◤ Admission to Kindergartens/Kindergarten-cum-Child Care Centres ◢
In Hong Kong, children between the age of three and six may attend pre-primary institutions which are privately run. Some kindergartens operate with an attached child care centre to provide caring services for children aged below three as well (i.e. kindergarten-cum-child care centres). Non-Chinese speaking children are encouraged to study in kindergartens or kindergarten-cum-child care centres which adopt Chinese as the medium of instruction so that they can integrate into the local community and master the Chinese language as early as possible. ◤ Medium of Instruction ◢
The medium of instruction adopted by most of the kindergartens and kindergarten-cum-child care centres is Chinese, which is the mother tongue of most children. In the section on “Annual Fees of this School Year” of the profile, levels/sessions under the column of “Chinese/Anglo-Chinese Stream” denote that the medium of instruction is Chinese. For those levels/sessions under the column of “Others”, the medium of instruction is usually in other languages, such as English, German, Japan, French or Korean.
◤ Facilities and Environment ◢
Kindergartens and kindergarten-cum-child care centres should provide a safe and hygienic learning environment with adequate space and facilities so that children can play and learn in a pleasant manner.
◤ Fees and Charges ◢
School fees, meal charges for whole-day classes, registration fees (reservation fees) and application fees to be charged by a kindergarten or kindergarten-cum-child care centre are subject to the approval of EMB. They are required to display the fees certificate and relevant approval letter(s) at a conspicuous place in the school premises.
Kindergartens or kindergarten-cum-child care centres should incorporate all the necessary expenses relating to teaching and school operation into the school fees, which may include:
Salaries (including payment for supply teachers), provident fund, mandatory provident fund, long service payment of teaching and non-teaching staff;
The honorariums/salaries of supervisors;
Rent and management fees, rates and government rent for the school premises;
Furniture and teaching aids which include library books, reference materials, worksheets for teachers and students;
Expenses on repairs, maintenance and improvement works of the school premises including installation of air conditioners, double-glaze windows and exhaust fans, maintenance contract;
Water and electricity (including air-conditioning) charges, telephone line, fax line and internet service charges;
Cleaning fees (including cleaning contract and the provision of cleaning facilities to students) ;
Expenses on printing, paper, teachers' stationery and other consumables for teaching activities;
Postage charges and publications for school use;
Insurance premium and expenses on first aid and fire safety equipment for school;
Audit fees and other service charges in connection with school administration;
Transport fees for school administrative purposes;
Expenses on regular learning activities for all pupils, conducted either inside or outside school including birthday party, graduation ceremony, picnic and visit, etc. ;
Student handbooks, reports or identity cards and graduation certificates;
Other expenses directly related to teaching activities, school operation and maintenance of the standard of education service.
(Note : Kindergartens or kindergarten-cum-child care centres
need not charge all of the above items)
Kindergartens and kindergarten-cum-child care centres should observe the following rules when selling school items or providing paid services to pupils:
Schools should inform parents in writing that acquisition of such items or services is entirely voluntary;
Schools are required to list out clearly the charges and quantity of each item so that parents can select the items or services required;
Schools should avoid charging parents in one lump-sum for the whole package of items or services required for the whole school term so that parents may choose to replenish the items or continue using the services in the middle of the year;
The items or services provided should be directly related to teaching activities;
Schools should set down proper arrangements for returning goods or refunding; and
The profit margin of each item should not exceed 15% of the cost.
◤ Permitted Accommodation and Admission ◢
Kindergartens and kindergarten-cum-child care centres are required to display at a prominent place inside each classroom (kindergartens)/school premises (kindergarten-cum-child care centres) the maximum number of pupils permitted in that area. Kindergartens or kindergarten-cum-child care centres should not allow the number of pupils to exceed such maximum number.
◤ Curriculum Planning ◢
The curriculum of a kindergarten or kindergarten-cum-child care centre should be designed to cultivate children's interest in learning and to cater for their balanced development. Some of the important features are:
Teaching should be conducted mainly through games and activities, including conversation, stories, simulated games, visits, etc.
Teachers should organize music activities and physical play for children each day.;
Teachers should use children's mother language as the medium of instruction.
There is no need to ask children to do homework.
Children aged three to four should not be asked to write.
Children should not be asked to do dictation or any test or examination.
◤ Teacher to Pupil Ratio and Qualified Kindergarten Teachers' Requirement ◢
n order to enhance the quality of pre-primary education, with effect from the 2003/04 school year, the teacher to pupil ratio for all kindergarten levels should at least be 1:15. As from the 2004/05 school year, all kindergartens are required to employ 100% QKTs in the required teaching staff establishment, based on the above teacher to pupil ratio.
◤ Admission Age of Kindergartens ◢
With effect from the 2001/02 school year, in addition to admitting children aged three years or above, kindergartens or kindergarten-cum-child care centres of which their school year starts in August or September may also admit children who have attained the age of two years and eight months before 1 September of the school year of admission to the nursery classes. For example, if a child was born on or before 31.12.2003, kindergartens of which their school year starts in August or September of 2006 may consider admitting the child to the nursery class.
◤ Government Subsidies to Pre-primary Education ◢
Kindergarten and Child Care Centre Subsidy Scheme
The scheme will provide direct subsidy to eligible non-profit-making kindergartens and kindergarten-cum-child care centres.
Reimbursement of rent, rates and government rent
Rent, rates and government rent will be reimbursed to eligible non-profit-making kindergartens and kindergarten-cum-child care centres.
Kindergarten and Child Care Centre Fee Remission Scheme
The scheme will assist parents with financial difficulties to pay the school fees for their children. Needy parents may contact the Student Financial Assistance Agency, or browse its web-site (http://www.sfaa.gov.hk/) for details.
◤ Quality Assurance Inspection (QAI) ◢
The QAI mechanism has been introduced to kindergartens since the 2000/01 school year. The Performance Indicators for pre-primary institutions have thus been developed as reference for both external evaluation and internal school evaluation to assess the quality of kindergartens. The inspection team of EMB, taking the role as external evaluators, assesses the performance of kindergartens in the three domains, namely: ‘Management and Organisation’, ‘Learning and Teaching’ and ‘Support to Children and School Culture’. The aim of the inspections is to identify the strengths and areas for improvement of kindergartens. Besides giving inspection reports to the kindergartens inspected, the reports are uploaded on the EMB homepage for the reference of parents and the public.
◤ Good Practices ◢
Kindergarten inspectors of EMB make reference to the Performance Indicators in assessing the quality of kindergartens and commending their good performance in certain domains. In order to let the public further understand the quality of pre-primary education, EMB has uploaded the affirmed good practices of quality schools, such as children's self-initiated learning, the strategy of school self-evaluation, home-school co-operation, on EMB homepage for the reference of parents and the public.
◤ Harmonisation of Pre-primary Services ◢
After harmonising kindergartens and child care centres which took effect from the 2005/06 school year, there were some 400 child care centres upon conversion to kindergarten-cum-child care centres being under the monitoring of the EMB. Apart from education for children between the age of three to six, kindergarten-cum-child care centres also provide services to children aged under three.
